Authority gateway that checks an AI agent's permission before an action and records proof after

NeoXFortress was founded by Julio Berroa, a cybersecurity infrastructure engineer whose background spans Prolexic, later acquired by Akamai, Neustar, and Oracle Cloud Infrastructure. The company is based in Washington, DC, and describes its position in a single phrase: authority before action, proof after action. The argument is that most agent tooling treats governance as observation, logging what an agent did once it has already happened. For an agent touching a payment system, a case file, or an operational network, that ordering is backwards, and the enforcement point has to sit in front of the action itself.

The NeoXFortress Gateway is that enforcement point. It runs agents inside declared authority boundaries, evaluating each consequential request against what the agent is permitted to do, then allowing it, denying it, or escalating it to a human reviewer when the decision falls outside policy. Each outcome is written to a tamper-evident evidence record that ties the action to the authorization that permitted it, which is what an auditor or an investigator needs after an incident. The framework was publicly released in May 2026. NeoXFortress has been assessed as Awardable in the CDAO Tradewinds Solutions Marketplace, and the company works with government customers alongside strategic advisor Walter Morales, a retired U.S. Army Sergeant Major.
